It is a bit vague on the photo, probably because of all the running water being foamy white, which is hard to tell apart from solid white ice =) It is easier to figure out at the bottom-right; the other half of the brook is still frozen solid, but on the right bank it is water running wild.
Upstream, on the other side of the road, there is a layer of running water on top of the ice. Most of it goes through the right culvert, but there is also some flow into the left one. Yesterday night when I drove back home the water level was higher on the upstream side of the road, but today it looks like enough water can pass through the culverts so that the water level has stabilized.
