To keep a road try there are ditches on both sides of the road. And sometimes the ditch water needs to get to the other side of the road, so that all the water can flow further away. Well, but sometimes in wintertime it might so happen that the drum under the road freezes. And in the spring as snow thaws the water won't flow in a frozen drum - that will lead to the water flooding the road. One way to prepare for that kind of situation is to install a smaller hose into the drum. So, should the drum freeze, one can pour boiling hot water into the smaller hose - that will melt just a little of the ice, enough to pull the smaller hose out, leaving a hole in the ice. Even a hole with a diameter of an inch is enough, for the running water will slowly carve away the ice, making the hole wider and wider. Despite I grew up in rural area, these are things I have been slowly learning in my adult life, now taking care of 1.4 km of a road. There have been little details to learn - like, it is wise to have both ends of the hose secured at an elevated position, for in the spring time the water level can be considerably higher than it is now in late autumn. So, one needs to take a look at the terrain, imagining the maximum water level, and placing the hose ends in such a places which will be accessible without a need to wade in ice cold water.
